California Foster Care System Prepares to Phase Out Group Homes
By KQED Forum Series
In October, Governor Jerry Brown signed a law intended to scale back the use of group homes by the state’s foster care system. Assembly Bill 403 aimed to reduce the time kids spent in group homes and instead place children more quickly into foster families. The new law goes into effect in January as part of a larger framework called Continuum of Care Reform (CCR). As part of Forum’s series on foster care, we look at what these changes will mean for local and state agencies and for foster youth.
